Peter Elson

After a thorough introduction to the modern voluntary sector in his personal and professional life, Peter Elson looked to the past for his doctoral thesis--investigating the major historical developments within the voluntary sector in Canada. Starting with the first definition of charities in Canadian Statute in 1930, Elson analyzed three instances of substantive policy shifts in the institutional relationship between the voluntary sector and government, including the emergence of the "contract culture" in reaction to spending cuts in the 1990s. This analysis was followed by a contemporary comparison of voluntary sector policy developments in the United Kingdom.

As Senior Research Associate at the Institute for Nonprofit Studies, Elson will oversee the development of three research streams: policy, governance and sustainability. Within the policy stream, Peter plans to build on his PhD research by comparing Canada's institutional voluntary sector relationship with government both internationally with other countries and domestically across provinces and territories. Other activities will include creating a funded research program, engaging in collaborative research activities with other research centres and an ambitious outreach program to ensure that research supported by the Institute is relevant and useful to Canada's nonprofit sector.
